2.1.3 Youth Service Equal Opportunities Commitment

This Chapter relates to Youth and Play Service settings and should be read in conjunction with Section 3, Equal Opportunities of the City of London Policy, Values and Principles Procedure.

1. Introduction

The Youth Service fully accepts and recognises the City of London Corporation Equal Opportunities Policies in all aspects of its work, administration, management and support.

Whilst the Senior Management team has the ultimate responsibility for ensuring the policies are implemented, staff commitment and collective responsibility for the policies is crucial to their success.

The City of London Youth Service recognises the needs of vulnerable and disadvantaged young people and targets resources to them.  Membership of our Youth Clubs should ideally reflect the composition of the local area.

Every effort is made to ensure that clubs are welcoming to all young people and this is reflected in the posters, information boards, displays and leaflets. In addition to this, resources used to develop work with young people are chosen for their suitability for working in an anti-oppressive way.

Young people should be offered the opportunity to try out new experiences, which are not those traditionally offered to that particular group.

Attitudes, behaviour and language that are discriminatory will be challenged, but in a positive manner, which informs young people and encourages them to appreciate their own and each other culture, history and religion.

Space is given for groups of young people to meet separately to develop their own identity and explore issues specific to them.

The Service understands that disability issues are not just about physical mobility and programmes should be planned in a way that all members can play a full part in all aspects of provision. The Service is aware of the requirements of the Disability Discrimination Acts and strives to find suitable locations for provision.


2. Monitoring

The City of London Youth Service monitors young people's involvement in its provision in terms of ethnicity, gender and disability. This is to ensure the service is reaching those groups of young people and not creating barriers to participation.

The City of London Youth Service monitors the involvement of staff in training in terms of ethnicity. This is to ensure that the service is not creating barriers for staff accessing training.


3. Partnerships

Where the City of London Youth Service works in partnership to facilitate and/or fund services or projects then the City of London Corporation Equal Opportunities Policy will be used to promote equal opportunities in services provided by that partnership.


4. Staff Development and Training

The City of London Youth Service accepts and recognises the City of London Equal Opportunities in Employment Policy.

A staff development programme is available in the City of London for all staff who work for the local authority as "we acknowledge that our staff are our most important asset."  It is the City's policy, as stated in its Equal Opportunities in Learning & Development Statement that 'Managers should ensure that all  City of London Corporation employees have equal access to relevant learning and development activities'.
